New changes in policies to support enterprises and business households

The recently-issued resolution allows businesses to self-test for Covid-19, and local authorities can decide for themselves to reopen businesses.

On September 9, Prime Minister Pham Minh Chinh issued Resolution 105 to support businesses, cooperatives and business households with many changes on the basis of the opinions of the business community and individual business households.

One of them is that enterprises and business households are allowed to self-test for Covid-19, take responsibility for themselves. This, according to many businesses, makes a lot of sense, helping them toreduce the cost burden as well as the pressure to focus on mass testing. At the request of the Resolution, the Ministry of Health in September will issue instructions for them to buy biological products, testing equipment, self-test and recognize those results. This is to realize the dual goal of fighting the epidemic and creating conditions for businesses and business households to recover and maintain production.

In order for workers to soon participate in production processes and business activities, the Ministry of Health will have to guide localities on testing and specific conditions for these subjects.

Based on the epidemic control situation and the level of vaccine coverage, the Ministry of Health is assigned to guide localities to implement Directive 16 with a specific roadmap and plan. Localities are allowed to actively decide and take responsibility for allowing enterprises and business households to resume operations.

Localities must also coordinate with enterprises to actively research and agree on plans and conditions for safe and suitable production and business organization.

To avoid congested goods and supply chain disruptions, the Government requested the Ministry of Transport and Communications to guide localities to unify green transport channels with the principle of simplifying procedures; does not stipulate additional conditions and permits, especially for goods essential for people’s lives and production materials and materials.

In order to avoid congestion when passing customs, the General Department of Customs will allow businesses and cooperatives to submit scanned copies certified by digital signatures with documents that must be submitted in paper form/notarized true copies/ authentication. These documents will be additionally submitted after the goods are cleared for post-inspection.

Instead of using too many applications as at present, the Government assigned the Ministry of Information and Communications in September to build a digital technology platform that integrates activities including vaccination, testing, medical declaration, granting green channels, green certificates… This is to ensure centralized, official, and convenient information for businesses and households.

The Government also requested the relevant authorities to focus on supporting to reduce costs, remove financial difficulties and cash flow for businesses and business households. The solutions accordingly focus on exemption, reduction and extension of social insurance premiums and union expenses (in the year 2021-2022); support businesses and employees from social insurance balances in the short term; reconsidering sea freight rates, reducing electricity prices, extending, reducing taxes, fees, land rents, exempting fines for late payment of social insurance arising in 2020 and 2021; structuring the repayment period for bank loans, reducing interest and fees for customers affected by the epidemic in the direction of expanding the audience, scope, and time of application…

The extension of the deadline for paying excise tax on domestically manufactured and assembled cars to the end of 2021 and the reduction of registration fees for domestically manufactured and assembled cars, etc. will be considered by the Government.

In addition, to create favorable conditions for workers and experts to work in Vietnam, localities are required by the Government to be flexible and easing several regulations and conditions on granting and renewing permits, suitable for the new context but must be completely safe in terms of epidemic prevention.
