From 6 a.m. on July 24, Hanoi officially started implementing social isolation for 15 days, across the city according to the principle of Directive No. 16/CT-TTg dated March 31, 2020. of the Prime Minister.

In Directive 17/CT-UBND of Hanoi City, the requirements for transportation activities are as follows: Hanoi stops operating buses, taxis, contract vehicles, tourist cars, intercity coaches, and different kinds of boat, inland waterway terminals, public transport, motorbike (including vehicles taxi services through such platform as Grab, Gojek, etc); except for the following cases: Serving the epidemic prevention and control, official duties, diplomacy, transporting workers and experts.

Notably, Hanoi City also temporarily suspended operations for shippers circulating in the capital with the reason that it is currently impossible to control take this huge number of shippers under control as well as their routes.

However, the need to deliver goods is essential in the days of implementing social distancing.

Regarding the above issue, talking to reporter of “Transport” Magazine, Mr. Dao Viet Long – Deputy Director of Hanoi Department of Transport said: “Currently, following the directive of the Chairman of the Hanoi People’s Committee, the City Police could control people coming in and out of the city. Thereby, people will be bannedfrom coming in and out of the city, so apart from the means of transporting goods and necessities that are issued with identification cards, no one can go in or out of the city during the implementation of the  Chairman’s of Hanoi People’s Committee directive”.

Regarding the shipper operating in the city, Mr. Long said: “The Department of Transport is asking the city for permission to allow two-wheelers to transport goods in the inner city to serve supermarkets, post service and Telecommunication. Currently, on the “green channel” registration system of the Directorate for Roads of Vietnam, there is no item to issue identification cards for 2-wheelers.

“Therefore, supermarkets, postal and telecommunications agents should have a general list of the identities of drivers and means of transport sent to the Department of Transport, so that the Department can issue online confirmation codes via shippers’ phone numbers once the authorities check, the shipper then has to show this confirmation code to check, “Mr. Long said.
