The Hanoi Department of Industry and Trade has just come up with a plan to ensure supply and coordinate goods for 3 zones to serve social distancing in the new situation, starting from September 6 to September 21.
How does partition 1 (red zone) transport goods?
From 6:00 a.m. on September 6 to 6:00 a.m. on September 21 (ie 15 days), Hanoi decides on specific distance levels according to zoning.
In particular, partition 1 will include 15 administrative units, including the entire administrative boundaries of 10 districts: Tay Ho, Ba Dinh, Cau Giay, Hoan Kiem, Dong Da, Hai Ba Trung, Thanh Xuan, Ha Dong, Thanh Tri, Hoang Mai and part of the administrative boundaries of 5 districts/districts: Nam Tu Liem, Bac Tu Liem, Hoai Duc, Thanh Oai, Thuong Tin.
In this partition, the Hanoi Department of Industry and Trade said the form of purchase is: People are given vouchers twice a week by the District People’s Committee to each household in the district to buy goods directly at the point of sale;
In addition, people buy goods in the form of online purchases: Goods supply units deliver goods through delivery staff according to the areas of the districts;
People buy goods at mobile sales points in the area: People’s Committees of wards/communes shall notify specific time and place… for people to participate in shopping.
Regarding the conditions for goods transport vehicles, the Department of Industry and Trade said that in order to ensure the transportation and supply of goods to people, specialized departments review the list of essential goods transport vehicles and send them to the City Police to issue identification codes (for cars) and issue road permits for motorbikes; Automobiles are allowed to operate according to regulations on supply and transportation of goods from provinces and regions to region 1; the shipper only works in partition 1.
For local markets: Small traders take the initiative to get goods from wholesale markets and wholesale markets in the area located in partition 1.
In case the supply is not enough for small traders in the market, the City will operate transshipment points to serve as delivery points for small traders in the markets.
Modern distribution system enterprises: Actively reserve goods 2-3 times higher than the normal use needs of people at warehouses and at sales locations in the locality in partition 1; Actively put stockpiles from warehouses outside of partition 1 into warehouses of locations in partition 1 to always be proactive about the source of goods.
When there is a local shortage of goods in the system, they must immediately report to the Department of Industry and Trade for regulation.
The Department of Industry and Trade said that when receiving reports from businesses and localities about the shortage of goods, the Department directed the regulation of goods between systems in the area to ensure supply according to people’s needs. In particular, continue to regulate goods of enterprises from Region 2, Region 3 and provinces and cities into Region 1 (when required).
Plans for distribution of goods in regions 2 and 3
The Hanoi People’s Committee has determined that zone 2 is separated by the Red River and Duong River systems from zone 1. This area will include the entire administrative boundaries of 5 districts including Long Bien, Gia Lam, Dong Anh, and Dong Anh. Soc Son, Me Linh.
Zoning 3 covers the entire administrative boundaries of 10 districts including Ba Vi, Son Tay, Phuc Tho, Dan Phuong, Thach That, Quoc Oai, Chuong My, Ung Hoa, My Duc, Phu Xuyen and part of 5 districts of partition 1: Nam Tu Liem, Bac Tu Liem, Hoai Duc, Thanh Oai, Thuong Tin.
According to the Hanoi Department of Industry and Trade, for partitions 2 and 3, people can buy essential goods through 23 supermarkets, 300 markets, 4,451 convenience stores, 354 gas stores, and nearly 1,500 mobilized sales points.
The Hanoi Department of Industry and Trade also affirmed that the supply of food, foodstuffs and essential items to serve the consumption needs of people in regions 2 and 3 will be guaranteed during this time.
The plan for transportation and supply of goods is implemented in accordance with the Plan No. 181/KH-UBND dated August 7, 2021 of the City People’s Committee on ensuring the supply of food, food and essential items for service. serving the needs of people’s consumption to prevent the Covid-19 epidemic during the time of social distancing.
Hanoi city affirms that it will ensure an adequate supply of goods and coordinate and supply adequate goods to people, people can rest assured that they do not need to shop and hoard, only buy enough for 3 days/week according to the purchasing schedule.
